The Human Resources Department (HR) provides overall policy direction on human resource management issues and administrative support functions related to the management of employees for all City departments. The City of Newburgh provides excellent employee benefits and HR programs that attract, develop, retain, and engage a skilled and diverse workforce.

Generally, employment falls under two broad categories and is subject to Civil Service requirements pursuant to New York State Civil Service Law:

  • Competitive Class (Candidates must meet minimum qualifications and are subject to examination)
  • Non-Competitive Class (Candidates must meet minimum qualifications without examination)
