Assessor
The City Assessor is appointed by the City Manager and is entrusted by City Charter §7.20 with supervision and control of the Bureau of Assessments under the general supervision of the Director of Finance. The City Assessor conducts valuations of more than 6,900 properties within the City and converts that value into an assessment. The City Assessor is obligated by New York State law to maintain assessments at a uniform percentage of market value each year. In order to maintain a uniform assessment roll the City Assessor analyzes the City’s properties every year.

Building / Code Enforcement
The Bureau of Code Compliance is established within the Fire Department under City Charter §12.03 and headed by the Code Compliance Supervisor, appointed by the City Manager, and is under the general supervision of the Fire Chief. The Code Compliance Supervisor is primarily responsible for enforcement of the City’s Construction and Housing Code.

City Clerk
The City Clerk and Deputy City Clerk(s) are appointed by the City Council and are entrusted by City Charter §4.21 to administer oaths and take affidavits and acknowledgements. The City Clerk also serves as the official Registrar of Vital Statistics.

City Collector
The City Collector is appointed by the City Manager under City Charter §7.40 and is entrusted with the supervision and control of the Bureau of Collections, under the general supervision of the Director of Finance.

City Historian
The City Historian is appointed by the City Manager under City Charter §3.91 and entrusted to ascertain the historical significance of various records, documents, and reports and make recommendations to preserve such materials according to best practices in a professionally-managed archive.

Finance / Comptroller
The City Comptroller is appointed by the City Manager under City Charter §7.10 and entrusted with the supervision and control of the Bureau of Audit and Control, under the general supervision of the Director of Finance.

Fire
The City of Newburgh Fire Department is established in Article XII of the City Charter and currently organized under a Fire Chief and other members as the City Manager creates with approval by the City Council. The Fire Chief is appointed by the City Manager under City Charter §12.02 and has administrative responsibility for firefighting and fire prevention activities including code enforcement as directed by the City Manager.

Legal / Corporation Counsel
The Department of Law is established under Article VI of the City Charter, and is headed by the City’s Corporation Counsel. The Corporation Counsel is appointed by the City Manager to act as the legal advisor of the City Council, of the City Manager and of the several officers, departments, bureaus, and boards of the City.

Human Resources
The Human Resources Department (HR) provides overall policy direction on human resource management issues and administrative support functions related to the management of employees for all City departments.

Parking
The City of Newburgh Police Department has a civilian Parking Enforcement Division established under City Charter §11.10. The Parking Enforcement Officers have the power to enforce all the laws and ordinances of the City and laws of the state pertaining to parking violations throughout the City under Chapter 288 of the City Code.

Planning & Development
The Director of Planning and Development is appointed by the City Manager under City Charter §14.00 to serve as the head of the Department of Planning and Development.

Police
The City of Newburgh Police Department is established in Article XI of the City Charter and organized under a Police Commissioner, Police Chief, and other members as the City Manager creates with approval by the City Council.

Recreation
The Parks and Recreation Director is appointed by the City Manager and entrusted by City Charter §13.01 with supervision and control of the Parks and Recreation Department and Youth Bureau. The Department of Parks and Recreation provides year-round programs and services for all ages and abilities throughout every neighborhood, spanning active sports and athletics, cultural enrichment opportunities and passive leisure experiences.

Public Works
The Department of Public Works is established under Article IX of the City Charter and organized under the Commissioner of Public Works to consist of the divisions of Engineering, Water, Sewer, Sanitation, and Streets and Bridges. The Department shall have responsibility for all improvement and maintenance projects related to City streets, rights-of-way, parks, rivers, waterworks, sewers, and City-owned real property.

Engineering
The Engineering Division is established under Article IX of the City Charter to perform all civil engineering and surveying of the City; prepare specifications for all public works and public buildings; and supervise such public works and the construction of such public buildings.

Water
The Water Division is established under Article IX-A of the City Charter and is responsible for administration and enforcement of Chapter 293 of the City Code. The Division is headed by the Water Superintendent, who is appointed by the City Manager.

Sanitation
The Sanitation Division is established under Article IX of the City Charter and is responsible under City Charter §9.03(D) for the collection and disposal of garbage, trash, refuse and recyclables throughout the City, the sweeping of streets, and the enforcement of all ordinances and regulations relating to the collection, carting and disposal of garbage, trash, refuse and recyclables.

Sewer
The Sewer Division is established under Article IX of the City Charter and is responsible for administration and enforcement of Chapter 248 of the City Code. The Division is headed by the Superintendent of Public Works, who is appointed by the City Manager. The current Superintendent of Public Works is George Garrison.

Streets and Bridges
The Streets and Bridges Division is established under Article IX of the City Charter and is responsible under City Charter §9.03(E) and §263-3 of the City Code for the maintenance and repair of all streets and other public property within the City.
