The Administrative Bureau is being led by Lieutenant Joseph Burns. Joseph Burns joined the City of Newburgh Police Department in 2005. Joseph Burns served the department in the patrol division from 2005 until 2010. In 2010 Joseph Burns was transferred to the Narcotics Unit until 2014 when he was promoted to Sergeant.
As a Sergeant he has been assigned to the Patrol Division, Narcotics Unit, and Detective Division. In 2017 Joseph Burns was promoted to the rank of Lieutenant and headed the Detective Division. In 2021 Lt. Burns was assigned to the Administrative Division.
Lt. Burns has served as the SWAT Team Commander, head of the Firearms Unit, and head of the Bicycle unit. Lt. Burns has a Master of Science from Marist College. Lt. Burns has attended General Topics Instructor Development, DCJS SWAT School, FBI Firearms Instructor School, DCSJ Bicycle Patrol School and is the lead Internal Affairs Investigator for the department.
