Broadway Pedestrian & Traffic Signal Upgrades, PIN 8005.26 & 8758.75
City staff is seeking public input on the proposed project Broadway Pedestrian and Traffic Signal Upgrades, PIN 8005.26 and 8758.75. The description of the project is as follows and the Plans (PDF) are viewable here. Please email any comments to Chad M. Wade, R.L.A. Assistant City Engineer. The City of Newburgh, Orange County, New York.
Project Description
The project objective is to upgrade sidewalks and curb ramps, limited to curb corners and midblock crossings, and replace existing traffic signals along Broadway between Robinson Avenue (Route 9W) and Grand Street to meet the Americans with Disabilities Act Accessibility Guidelines (ADAAG). The project will replace six non-standard traffic signals at:
- Broadway intersecting Robinson Avenue
- Concord Street/Mill Street
- Grand Street
- Johnston Street
- Liberty Street
- William Street/Dubois Street
Sidewalk bulb-outs will be implemented to improve pedestrian access and safety throughout the corridor. In total, approximately 5,600 square yards of new sidewalk will be installed. Landscaping and utilities may be upgraded on an as-needed basis.

Construction Date
Known as Western Avenue prior to being dubbed Broadway, Broadway can be identified on maps dating back to the late 1800s. The latest sidewalk construction provided improvements throughout the 1990s and early 2000s.

89'-6" measured curb to curb, perpendicular to the centerline
Roadway
Four 12-foot travel lanes, 4 feet 6-inch shoulders, angled parking lanes, and a 5-inch curb and sidewalk along either side.

Description of Existing Condition
The existing sidewalks are deteriorated and do not meet ADA guidelines. Additionally, non-standard traffic signals and curb ramps are located at:
- Broadway intersecting Robinson Avenue
- Concord Street/Mill Street
- Grand Street
- Johnston Street
- Liberty Street
- William Street/Dubois Street
Proposed Alternative
A description of the major items of work includes:
- Remove existing sidewalks, curbs, and curb ramps at intersection corners and midblock crossing locations (staged to allow pedestrian movement during construction).
- Install new sidewalks, curbs, and curb ramps at intersection corners and midblock crossing locations that meet ADAAG standards.
- Remove existing non-standard traffic signals.
- Install new standard traffic signals.
- Install new mid-block crossing at Lutheran Street.
- Install corner bulb-outs at every intersection within the project boundary.
