The City Comptroller is appointed by the City Manager under City Charter §7.10 and entrusted with the supervision and control of the Bureau of Audit and Control, under the general supervision of the Director of Finance. The current City Comptroller is Janice Gaston.

The City Comptroller's Office is responsible for preparing the City's annual budget; administering the annual audit; overseeing the collection of revenue and grants; and making all expenditures including administering the payroll for the City's employees. The Comptroller's Office monitors and advises on the City's financial portfolio and debt management.  

The broader Department of Finance is established under City Charter §7.00 to include the Bureaus of Audit and Control; Collections; Assessments; and Purchase and Supply. Under City Charter §7.01, the Director of Finance is currently City Manager Todd Venning
