Prepare a chapter identifying and discussing the goals within the plan. |

Complete deliberations to set targets corresponding to the goals above. Prepare a chapter identifying and discussing targets within the plan. |

Engage the community in a public forum to review the plan so far and set priorities among the goals and targets. |

Incorporate vision, goals and targets, community priorities and an analysis of strategies, into a detailed Action Plan covering the long-range and near-term steps to guide Newburgh into more sustainable development. Confirm action commitments with key community agencies. Prepare chapters describing an action plan and indicators. |
