2004-05

Strategic Planning

Nov Presented to potential stakeholders and community leaders the methodology for the preparation of a Sustainable Master Plan.
Jan-June Recruited core team, established criteria for citizen outreach, created Key Stakeholder group, delivered 4 two-day training workshops for 170 citizens, youth, staff, and local & regional agency representatives.
May Scoped out the relationship of Master Plan to other plans (waterfront, brownfields opportunity, arts) including Master Plan rough draft budget.

2005

Identify Scope of Master Plan

July-Aug Staff, consultants and committee leaders set the responsibilities for all parties involved in developing the plan; refined budget; refined the integration with other planning & development activity.
Sept Launched a public outreach campaign to introduce the concept and application of a Sustainable Master Plan, integrated with "Last Saturday" events.
Sept Convened Key Stakeholders to break into 10 focus groups to work on plan sectors, conduct public outreach, and do research.

2005-06

Prepare Initial Draft

Nov Conducted public outreach to develop community vision; prepare chapters on Process and Vision.
February Complete research and deliberations on community needs, assets, gaps, and overall characteristics.
March Complete deliberations to set goals in the 10 sectors: governance, transportation, housing, land use, culture & heritage, natural environment, built environment, health & social well-being, education & recreation, economic opportunities & development. Prepare a chapter identifying and discussing the goals within the plan.
April Complete deliberations to set targets corresponding to the goals above. Prepare a chapter identifying and discussing targets within the plan.
May Engage the community in a public forum to review the plan so far and set priorities among the goals and targets.
June Incorporate vision, goals and targets, community priorities and an analysis of strategies, into a detailed Action Plan covering the long-range and near-term steps to guide Newburgh into more sustainable development. Confirm action commitments with key community agencies. Prepare chapters describing an action plan and indicators.
Sept Refine the complete Draft Plan including appendices.

2006-07

Prepare Intermediate Draft

October Staff & Consultants present initial Draft Plan to City Council and others for feedback.
January Staff and Consultants review feedback & prepare an intermediate Draft based on feedback.

2007

Prepare Final Draft

February Consultants and City present intermediate Draft Plan to public for feedback.
March Consultants and City review feedback & prepare a final version of the plan.
October City declares itself the Lead Agency
November Presentation of Final Draft to City Council
Nov. 26 Public hearing on final master plan
 

Adoption

December Complete final draft and submit to City Council for adoption.
